<p dir="ltr">This dataset supports the original research on circular procurement transitions and implementation in emerging construction market contexts. The aim of the study is to investigate influential issues that affect the successful adoption and implementation of circular procurement systems in the construction industry. The study adopts a mixed-methods methodology comprising quantitative assessments of construction procurement teams in Ghana and Hong Kong and qualitative analysis of insights from selected CP cases. The data used in this study comprises 132 quantitative responses from questionnaire surveys distributed to the construction procurement managers, sustainability officers, project consultants, CE specialists, construction managers, and authorised persons representing clients. It also contains interview transcripts from 11 experts from selected case studies in emerging construction markets. The data comprises relation and interaction matrices, significance mapping and modelling, and subjective reviews on how various factors have affected the use of circular procurement practices in different market situations. The dataset informed the development of an integrated implementation framework, and guidelines are to promote effective deployment of circular procurement in construction markets</p>
