<p dir="ltr">This metadata record pertains to a qualitative research study investigating stakeholder perspectives on innovation systems and knowledge economy development in the context of economic transformation. The dataset draws on anonymized interview data collected from policy, academic, and sectoral experts through online (real-time) and email interviews. All transcripts were anonymized in accordance with the consent form, which required the removal of personally identifying information from the raw data. Identification in published research outputs was optional and based on each participant’s explicit preference. While full transcripts are not publicly available, analyzed excerpts may appear in academic outputs.</p><p><br></p><p dir="ltr">The interview transcripts were analyzed using thematic analysis, guided by questions exploring institutional roles, inter-sectoral collaboration, innovation-driven development strategies, and associated challenges. Ethical approval for data collection was granted by the Human Research Ethics Committee of the University of Hong Kong. Participants were fully informed of their rights, including options for anonymity and withdrawal. All raw data are securely stored and are not publicly accessible.</p>
