This paper takes Hong Kong's Choi Hung Estate(彩虹邨) as the research object, focusing on the conservation value of modern buildings under the controversy of old housing estate reconstruction, aiming to explore a comprehensive value assessment path that incorporates community perspectives based on the institutional building assessment system. By sorting out the core disputes of Hong Kong's public housing demolition- the deconstruction of social networks, the impact on residents' lives and the neglect of the historical value of buildings, combining the five dimensions of the "Historical Building Assessment Form" (歷 史建築物評估表格)of the Antiquities and Monuments Office (historical value, architectural value, combination value, social and regional value, and degree of preservation of the original appearance), integrating community interviews, social media data and collective memory analysis, a systematic reassessment of the value of Choi Hung Estate is conducted. The study found that Choi Hung Estate, as one of the first modernist public housing estates after the war, has outstanding value in terms of historical symbolism, architectural style integrity, community identity and cultural communication. Among them, nodes such as Tan Fung House, the basketball court on the rooftop of the parking lot, and the basement of Kam Pik House are the core conservation objects. Based on quantitative analysis and weighted scoring, this paper proposes to expand the current evaluation system to cover post-war buildings, establish a community co-construction conservation mechanism, strengthen resident participation, and implement a conservation grading system, providing theoretical and practical references for balancing architectural conservation and urban renewal.
